The least affordable US states for auto insurance have premiums so high that they are three times higher than the least-affordable states, according to a study conducted by the Insurance Research Council (IRC).
The IRC study, “Country Variations in Car Insurance Affordability,” found that the three states that were least affordable for private car insurance, based on spending as a share of median household income, were:

The study also focuses on the main cost drivers that comprise insurance pricing. These costs include the frequency of accidents; cost of repairs; the relative frequency of injury claims; medical use; involvement of lawyers; abuse claims; uninsured motorists; and litigation climate.
The IRC notes that in the 1990s, auto insurance spending averaged 1.93% of household income. This fell to 1.70% in the 2000s and further to 1.60% in the 2010s. Citing research from the Insurance Information Institute (Triple-I), the onset of a pandemic in 2020, as well as the increasing frequency and severity of auto accidents in 2021 and 2022, “have changed the auto insurance market significantly since late 2019,” the IRC said.
“An Insurance Research Council study shows increasing affordability of personal auto insurance, with spending as a percentage of median household income steadily declining between the 1990s and 2010s across the U.S. and dropping to 1.56% in 2019, the latest year in which data available,” said IRC president and head of Triple-I insurance Dale Porfilio, FCAS, MAAA. “However, our research shows there is a 3:1 difference in affordability between the least-affordable and the least-affordable states.”
“Our report seeks to shed light on these differences with a comprehensive country-by-country analysis that can help guide policymakers as they work to increase the overall affordability of auto insurance in their markets,” the president added.

The results of the IRC study are in line with those conducted a few months ago by financial services company Bankrate. The report also found that Louisiana drivers spend the bulk of their money on auto insurance, followed by Florida.
